Henry Charles Fox was born in London on 1 March 1855 and lived most of his life in Kingston-upon-Thames. Mainly working in watercolour he painted landscapes and the disappearing Victorian rural life in the southern counties of Surrey, Berkshire, Kent and Sussex.
He exhibited at the Royal Academy from 1880, when he was only 25 and exhibited over 20 more paintings there over the following 30 years. He also exhibited at the Royal Scottish Academy, Royal Society of British Artists, Royal Hibernian Academy, Glasgow Institute of Fine Arts, Royal Institute of Painters in Watercolours and Manchester City Art Gallery. Henry Charles Fox was elected a full member of the Royal Society of British Artists (RBA) in 1889 and in 1890 exhibited 113 paintings there.
Although painting mainly in watercolour, he also painted in oil and produced large etchings, of tranquil rural scenes, a contrast to the increasing industrialisation of the 20th Century.
He died in 1929 in Horsham, Sussex.
