In August 1898, Tsar Nicholas II proposed an international peace conference, in order to define laws of war and identify war crimes. It took place from May 1899 at the palace of Huis ten Bosch, in The Hague, with the convention being signed on
29 July. As depicted in the present cartoon, the president of the conference was Baron de Staal, the Russian ambassador to the Court of St James.
