In November 1952, Dwight D Eisenhower defeated his Democratic opponent Adlai Stevenson in a landslide victory in the US Presidential Elections, to become the 34th President of the United States. He brought a Republican majority in Congress by eight votes, while the Senate was evenly divided, with the Vice President Richard Nixon providing the Republicans with the majority.
The present cartoon was published just over a week after the US midterm elections on 2 November 1954. As a result of the midterm elections, the Democratic Party had regained control of both the House of Representatives and the Senate. In the first two years of his term, Eisenhower had been able to pass much of his moderate Republican agenda, including measures on defence, foreign aid and economic policy. The result of the midterms restricted Eisenhower’s ability to advance his domestic programme and forced him to compromise more frequently. Leslie Illingworth portrays the President as miserable and restricted by the ‘cage’ of the Democrat-controlled Congress.
