The Officious Passenger
Following the death of Lord Palmerston on 18 October 1865, Lord John Russell became Leader of the British Liberal Party and Prime Minister for his second term of office. Russell was more in favour of reform than Palmerston, and so committed the ministry to a reform bill, which proposed to enfranchise ‘respectable’ working men. However, he also found the Liberal backbencher, John Bright (1811-1889), to be too radical and too vocal in his own reforming zeal.
